The Government of Guyana has clarified that the implementation of qualification allowances will follow a standardized process, ensuring that individual agencies and managers do not determine eligibility criteria on their own.
The announcement comes in response to concerns that some agencies indicated they would not provide the allowance to employees whose qualifications do not directly align with their current job positions.
The process will instead be governed by established guidelines set by the Ministry of Public Service in collaboration with the Public Service Union.
To maintain consistency, an equivalency board will be responsible for certifying academic qualifications.
This measure aims to ensure a uniform approach to recognizing credentials and determining eligibility for the allowance.
The government is also expected to issue an official circular outlining the application process.
The qualification allowance policy, which took effect on January 1, 2025, provides financial incentives to professionals with advanced qualifications.
Holders of ACCA certifications will receive a monthly allowance of $15,000, individuals with Master’s degrees will receive $22,000, and those with PhDs will be eligible for $32,000.
The implementation of this policy is intended to standardize compensation for qualified professionals while ensuring clarity in its application across all government agencies.
