{"id":31071,"date":"2026-07-25T18:51:20","date_gmt":"2026-07-25T22:51:20","guid":{"rendered":"https:\/\/ncnguyana.com\/2023\/?p=31071"},"modified":"2026-07-25T19:01:09","modified_gmt":"2026-07-25T23:01:09","slug":"president-ali-to-announce-five-member-coi-into-mv-barima-tragedy","status":"publish","type":"post","link":"https:\/\/ncnguyana.com\/2023\/president-ali-to-announce-five-member-coi-into-mv-barima-tragedy\/","title":{"rendered":"President Ali to announce five-member COI into MV Barima Tragedy"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n\n<p class=\"wp-block-paragraph\">In keeping with earlier commitments, President Dr. Irfaan Ali says an international and independent\u00a0commission of inquiry will investigate the circumstances surrounding the capsizing of\u00a0the MV Barima.\u00a0The five-member panel will be named on Sunday, July 26.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement earlier today, President Ali announced that the commission comprised distinguished&nbsp;experts in law, marine engineering, maritime safety, and disaster investigation.&nbsp;He noted that the members have been carefully selected for their independence, technical&nbsp;expertise and proven ability to conduct a thorough and impartial investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commission will have a wide-ranging mandate, including investigating the causes and circumstances&nbsp;leading to the capsizing of the MV Burima, reviewing the vessel&#8217;s operations and recovery&nbsp;efforts.<em><strong>&nbsp;<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;<em><strong>Its work will seek to identify any shortcomings or failures, recommend appropriate accountability&nbsp;where warranted, and propose reforms that will strengthen the safety and reliability&nbsp;of Guyana&#8217;s maritime transportation system,&#8221;<\/strong><\/em> the president said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among other matters, the commission will examine the causes and contributing factors&nbsp;to the disaster, including the loading of the vessel and passenger boarding procedures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>&#8220;Conditions on board, the vessel&#8217;s seaworthiness, maintenance history, compliance with maritime&nbsp;laws and safety standards, the conduct and competence of the mast and crew, passenger&nbsp;management and life-saving arrangements, as well as the role of weather, sea conditions&nbsp;, and other operational factors,&#8221; <\/em><\/strong>the head of state explained. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the commission will undertake a review of the search, rescue and recovery&nbsp;operations, assessing the adequacy and coordination and effectiveness of the response by all agencies&nbsp;and stakeholders involved.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Ali stated that it will also recommend any legislative, regulatory, institutional&nbsp;or operational reforms necessary to prevent a recurrence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>&#8220;Importantly, the commission will be empowered to determine whether any acts of negligence,&nbsp;misconduct, dereliction of duty or institutional failures contributed to or caused this tragedy,&#8221;
