{"id":30758,"date":"2026-07-07T15:44:07","date_gmt":"2026-07-07T19:44:07","guid":{"rendered":"https:\/\/ncnguyana.com\/2023\/?p=30758"},"modified":"2026-07-07T15:44:07","modified_gmt":"2026-07-07T19:44:07","slug":"unlawful-publication-of-information-identifying-juveniles","status":"publish","type":"post","link":"https:\/\/ncnguyana.com\/2023\/unlawful-publication-of-information-identifying-juveniles\/","title":{"rendered":"Unlawful publication of information identifying juveniles"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n\n<p class=\"wp-block-paragraph\">The Juvenile Justice Department, within the Ministry of Home Affairs, reminds all media practitioners and members of the public of their legal and ethical obligation to protect the identity of juveniles involved in legal proceedings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud835\udde6\ud835\uddf2\ud835\uddf0\ud835\ude01\ud835\uddf6\ud835\uddfc\ud835\uddfb \ud835\udfed\ud835\udfec\ud835\udfec(\ud835\udfed) \ud835\uddfc\ud835\uddf3 \ud835\ude01\ud835\uddf5\ud835\uddf2 \ud835\udddd\ud835\ude02\ud835\ude03\ud835\uddf2\ud835\uddfb\ud835\uddf6\ud835\uddf9\ud835\uddf2 \ud835\udddd\ud835\ude02\ud835\ude00\ud835\ude01\ud835\uddf6\ud835\uddf0\ud835\uddf2 \ud835\uddd4\ud835\uddf0\ud835\ude01 \ud835\udfee\ud835\udfec\ud835\udfed\ud835\udff4 expressly prohibits the publication of the name or any information that identifies, or is likely to identify, a juvenile who is a party to, or otherwise concerned in, legal proceedings. These statutory protections are intended to safeguard the privacy, dignity and welfare of children who come into contact with the justice system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud835\udc12\ud835\udc1e\ud835\udc1c\ud835\udc2d\ud835\udc22\ud835\udc28\ud835\udc27 \ud835\udfcf\ud835\udfcf\ud835\udfd4 \ud835\udc28\ud835\udc1f \ud835\udc2d\ud835\udc21\ud835\udc1e \ud835\udc09\ud835\udc2e\ud835\udc2f\ud835\udc1e\ud835\udc27\ud835\udc22\ud835\udc25\ud835\udc1e \ud835\udc09\ud835\udc2e\ud835\udc2c\ud835\udc2d\ud835\udc22\ud835\udc1c\ud835\udc1e \ud835\udc00\ud835\udc1c\ud835\udc2d \ud835\udfd0\ud835\udfce\ud835\udfcf\ud835\udfd6 further provides that every person who contravenes \ud835\udc2c\ud835\udc1e\ud835\udc1c\ud835\udc2d\ud835\udc22\ud835\udc28\ud835\udc27 \ud835\udfcf\ud835\udfce\ud835\udfce(\ud835\udfcf) \ud835\udc28\ud835\udc1f \ud835\udc2d\ud835\udc21\ud835\udc1e \ud835\udc00\ud835\udc1c\ud835\udc2d commits an offence and is liable on summary conviction to a fine of three hundred thousand Guyana dollars ($300,000.00) and to imprisonment for six (6) months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The unauthorised publication or dissemination of a juvenile&#8217;s name, photograph, or any other identifying information\u2014whether through print, broadcast, digital or social media\u2014may constitute a breach of the \ud835\udddd\ud835\ude02\ud835\ude03\ud835\uddf2\ud835\uddfb\ud835\uddf6\ud835\uddf9\ud835\uddf2 \ud835\udddd\ud835\ude02\ud835\ude00\ud835\ude01\ud835\uddf6\ud835\uddf0\ud835\uddf2 \ud835\uddd4\ud835\uddf0\ud835\ude01 \ud835\udfee\ud835\udfec\ud835\udfed\ud835\udff4. The Department reminds all media practitioners and members of the public that compliance with the \ud835\uddd4\ud835\uddf0\ud835\ude01 is essential to protecting the rights and interests of children involved in legal proceedings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry therefore urges all media organisations, journalists, editors, content creators and members of the public to exercise the highest level of responsibility when reporting on matters involving children. Specifically, all stakeholders are encouraged to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Refrain from publishing or sharing any information that could directly or indirectly identify a juvenile involved in legal proceedings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Respect and protect the privacy, dignity and rights of every child, recognising the potentially lifelong consequences of unlawful disclosure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Ensure continued compliance with the \ud835\udc71\ud835\udc96\ud835\udc97\ud835\udc86\ud835\udc8f\ud835\udc8a\ud835\udc8d\ud835\udc86 \ud835\udc71\ud835\udc96\ud835\udc94\ud835\udc95\ud835\udc8a\ud835\udc84\ud835\udc86 \ud835\udc68\ud835\udc84\ud835\udc95, applicable child protection legislation and established ethical standards through regular training and review of reporting practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Protecting children is a shared national responsibility.
