In keeping with earlier commitments, President Dr. Irfaan Ali says an international and independent commission of inquiry will investigate the circumstances surrounding the capsizing of the MV Barima. The five-member panel will be named on Sunday, July 26.
In a statement earlier today, President Ali announced that the commission comprised distinguished experts in law, marine engineering, maritime safety, and disaster investigation. He noted that the members have been carefully selected for their independence, technical expertise and proven ability to conduct a thorough and impartial investigation.
The commission will have a wide-ranging mandate, including investigating the causes and circumstances leading to the capsizing of the MV Burima, reviewing the vessel’s operations and recovery efforts.
“Its work will seek to identify any shortcomings or failures, recommend appropriate accountability where warranted, and propose reforms that will strengthen the safety and reliability of Guyana’s maritime transportation system,” the president said.
Among other matters, the commission will examine the causes and contributing factors to the disaster, including the loading of the vessel and passenger boarding procedures.
“Conditions on board, the vessel’s seaworthiness, maintenance history, compliance with maritime laws and safety standards, the conduct and competence of the mast and crew, passenger management and life-saving arrangements, as well as the role of weather, sea conditions , and other operational factors,” the head of state explained.
Additionally, the commission will undertake a review of the search, rescue and recovery operations, assessing the adequacy and coordination and effectiveness of the response by all agencies and stakeholders involved.
President Ali stated that it will also recommend any legislative, regulatory, institutional or operational reforms necessary to prevent a recurrence.
“Importantly, the commission will be empowered to determine whether any acts of negligence, misconduct, dereliction of duty or institutional failures contributed to or caused this tragedy,” he added.
The head of state urged Guyanese to continue supporting the victims’ families and one another with unity, faith and compassion as the nation navigates this difficult period.
