The Maritime Administration Department (MARAD) played a critical role in the search-and-rescue operation following the sinking of the MV Barima, with trainee pilot Shemar Morrison transporting 24 people to safety aboard the MARAD vessel Haiama, despite rough seas and poor visibility.

Testifying before the Commission of Inquiry on Wednesday, Morrison detailed the coordinated response, safety precautions and efforts undertaken to assist survivors in the early hours of July 19.Morrison said he received search coordinates from Captain John Flores at the Maritime Rescue Coordination Centre in Kingston before collecting a rescue team at the Goods Wharf aboard the Haiama.

Before departing, he ensured the vessel was equipped with life jackets, life rafts and first-aid supplies. He also briefed his crew on safety procedures, including how to safely retrieve survivors from the water. By approximately 4:30 a.m., Morrison began encountering debris, including life jackets, iceboxes and other items. He reached the designated search area around 4:55 a.m. and subsequently received confirmation that survivors had been located.Morrison told the commission that he transported 24 people aboard the Haiama to the Pomeroon floating base, arriving at approximately 7:30 a.m.

Among those transported was the MV Barima’s captain, whose identity he said he only learnt upon reaching the base.He also provided first aid to the vessel’s first mate and explained that he avoided questioning him about the tragedy, recognising the trauma he had experienced.

Morrison disclosed that one individual aboard his vessel appeared unresponsive. Although he could not detect a pulse, he stressed that he was not medically qualified to determine whether the person was alive.

Following the operation, Morrison briefed Health Minister Dr Frank Anthony before returning to the search area to support continued rescue and recovery efforts. He said three MARAD vessels participated in combing the waters alongside other responders.Under questioning, Morrison attributed his selection to guide the rescue team to his knowledge of the area and his working relationship with Captain Flores.

He also recalled Public Works Minister Juan Edghill urging rescuers to exercise caution and maintain professionalism throughout the operation.
