Gov’t tables new development financing agreements

Government has tabled a series of new financing agreements in the National Assembly to support major investments in transportation, healthcare, water infrastructure and environmental resilience.

Senior Minister in the Office of the President with Responsibility for Finance, Dr. Ashni Singh, presented the agreements on Monday, saying they will help advance key national development projects while securing financing on favourable terms.

Among the agreements is a 61.43 million (Euro dollars) facility with Banco Santander, backed by UK Export Finance, to construct a new arrivals terminal at the Cheddi Jagan International Airport. The project will expand the airport’s capacity and improve the travel experience for passengers.

Parliament also received details of a financing agreement with China CAMC Engineering Co. Ltd. for the construction of the new Bartica Hospital. The project will deliver a modern healthcare facility for residents of Region Seven and surrounding communities.
In addition, the Government has secured a US$50 million policy-based loan from the Caribbean Development Bank (CDB) to support reforms under Guyana’s Low Carbon Development Strategy (LCDS) 2030. The funding will strengthen biodiversity protection, climate resilience and sustainable water management.

Another agreement provides 5.242 billion (Japanese Yen) in concessional financing from the Japan International Cooperation Agency (JICA) for a new water treatment plant and climate-resilient water distribution network in the Demerara-Mahaica Region.
Dr. Singh also tabled amendments to the financing arrangements for the New Demerara River Bridge and the Gas-to-Energy Project. The changes are expected to improve financing terms and reduce costs to the Government.

The Ministry of Finance said the agreements form part of the Government’s strategy to invest in critical infrastructure while maintaining prudent debt management.
