The Government of Guyana through the Office of the Prime Minister has extended the closing date for Engineering, Procurement and Construction (EPC) proposals for the establishment of a gas bottling and logistics company and an ammonia/urea plant.
Both of these projects are expected to be situated within the Wales Industrial Zone on the West Bank of Demerara.
For the Guyana Gas Bottling and Logistics Company (GGBLC), the deadline for proposals has been shifted from mid-January to February 19, 2026. This facility will receive natural gas liquids (NGLs) from the main GTE plant to bottle and distribute cooking gas (LPG) nationwide.
Currently, Guyana’s annual demand for cooking gas is estimated at 3 million 20-pound cylinders, costing the economy roughly G$14 billion. Through this project, the government expects to retain that wealth locally.
Meanwhile, bids for the US$300 million Guyana Ammonia and Urea Plant are now due by March 5, 2026. The plant is expected to produce roughly 300,000 tons of fertilizer annually, utilising approximately 20 million cubic feet of gas per day (MMCFD) from the project’s second phase.
It is expected to be operational by 2027/2028, aligning with the completion of Phase II of the GTE project.
The government will be responsible for establishing the new company to manage the project, structuring its financing, and securing all necessary contracts and permits.
President Dr. Mohamed Irfaan Ali has been the primary architect of this vision, repeatedly emphasising that Guyana must move beyond being a mere exporter of raw crude.
The development at Wales is designed as a cascading industrial ecosystem. While Phase I focuses on a 300MW power plant to cut electricity costs by 50 per cent by late 2026, the Ammonia/Urea and Gas Bottling plants represent the “Phase II” expansion. The plant’s output will target both local and regional markets.
The government intends for these projects to be developed under Public-Private Partnerships (PPP), a model that has long been touted as the way forward in the country’s industrial revolution.

All proposals must be submitted to the National Procurement and Tender Administration Board (NPTAB), Main and Urquhart Streets, Georgetown.
