Preparations for Guyana’s 2027 National Budget are progressing, with the Ministry of Finance already reviewing submissions from government ministries and examining proposed programmes, projects and priorities for the upcoming fiscal year.
Senior Minister in the Office of the President with Responsibility for Finance, Dr Ashni Singh, provided the update during an interview with the Department of Public Information (DPI) on Friday, on the sidelines of the sod turning ceremony for the new Amerindian Hostel at Ogle, East Coast Demerara.
Dr Singh disclosed that the 2027 Budget Circular has already been issued, prompting ministries to submit their proposed policies, plans and programmes.

Consultations will also extend to government agencies, the private sector and other stakeholders as the preparation process advances.
The finance minister explained that budget planning is an ongoing exercise, informed by continuous monitoring of domestic, regional and global economic developments to guide fiscal decisions, and determine where adjustments may be necessary.
“We have already started to receive budget submissions in particular from government ministries in the first instance with their policies and plans and programmes for 2027,” Dr Singh stated.
He said the ministry is working towards completing the execution of the 2026 Budget while finalising proposals for the 2027 fiscal programme for consideration and approval by the government.
Dr Singh also identified the People’s Progressive Party Civic’s Manifesto as the central policy framework guiding the administration’s successive budgets, noting that it outlines the commitments to be delivered during its five-year term.
“Our first and foremost obligation, which we take extremely seriously, is to discharge all the commitments that we made in the manifesto,” Dr Singh stated.
The 2027 budget will therefore be guided by the administration’s stated commitments, with the ongoing consultations helping to shape the programmes, projects and investments planned for the year ahead.
