Police Commissioner Clifton Hicken emphasised the pivotal role of sergeants in advancing modern policing and strengthening public trust as he addressed the opening of the annual Guyana Police Force Sergeants’ Conference at the Police Officers’ Mess, Eve Leary, today.

Hicken told the gathering that while major investments have been made in technology and infrastructure, results ultimately depend on discipline and supervision at the sergeant level.

He highlighted key achievements over the past five years, including expanded CCTV coverage, thousands of body cameras deployed, and a significant reduction in serious crime and road accidents. The Top Cop also issued a firm warning against corruption, urging ranks to charge anyone attempting to offer bribes.

“If you become corrupt, it’s because they have a giver and you’re the receiver. As of today, stop receiving, and persons must be charged when they come to bribe the police. I’m making myself very clear,” he told ranks.

Looking ahead, the force will move into a new strategic phase from 2027 to 2031, with plans to expand e-ticketing, digitise police records, strengthen predictive policing, and enhance border security through biometric systems.

Commissioner Hicken stressed that successful implementation will depend heavily on sergeants ensuring proper use of body cameras, digital reporting systems, and professional patrol standards.

With billions allocated to security modernisation in 2026, the leadership is urging frontline supervisors to embrace the shift toward intelligence-led, technology-driven policing.

The one-day conference was held under the theme; “Modern Policing for a Modern Nation: Integrating Technology, Innovation, and Leadership to Strengthen Public Safety and Trust.”
